Announcement for Recruitment of National Consultants

  1. Background:

Riverine forests of Sudan are crucial ecosystems not only for hosting great biodiversity but also for their significant contributions to the community’s livelihoods. However, these vital ecosystems are declining and suffering from continuous degradation and biodiversity loss that clearly reflected on the follow and sustainability of its benefits. In efforts to deal with these challenges, Forests National Corporation (FNC) in partnership with the Food and Agriculture Organization (FAO) are currently running the above-mentioned project which is funded by the Global Environment Facility (GEF) to restoring Riverine Forests’ Biodiversity and sustaining its ecosystem services and livelihoods.

In achieving this goal, the project is designed and structured around three distinct but harmonized components these including:

  • Component 1: Integrated and participatory riverine forest landscape management and planning.
  • Component 2: Demonstration of riverine forest biodiversity conservation practices.
  • Component 3: Informed decision-making and sustained impact.

The duty station of the experts will be Khartoum with frequent visits to the three project states (i.e., Gaziera, Khartoum and Northern State). As such, the FNC as implementing agency for the project would like to recruit three National Experts to be responsible of conducting activities of its three components and according to the terms of reference shown below. The application procedures and rules are shown at the end of this announcement.

  1. Duties and responsibilities of the vacancies:

Each consultant is responsible of achieving the following outputs of the assigned component that s/he is responsible of as summarized in the table below:

Overall, specific duties and responsibilities of each vacancy are not limited to:

1) Provide technical support and assist in the development and implementation of various activities and processes within the specific area of work (component) supporting alignment with wider project goal.

2) Provide specialized project management support to specific and/or defined components to ensure that the various activities are performed within the established targets following FNC and FAO policies and procedures.

3) Within the specific area of responsibility, prepare a range of reports and data analysis (e.g., Income generation biodiversity conservation, assistance needs, resource utilization, programme status, performance and, natural resources restoration etc.) and highlight trends/ issues ensuring deliverables adhere to GEF standards.

4) Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g., assistance programmes, and vulnerability assessments) and consistency of information presented to stakeholders.

5) Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.

6) Coordinate and communicate with local partners, stakeholder, beneficiaries, agencies, NGOs and government institutions to perform and to ensure efficient assistance.

7) Support the capacity building of FNC staff, cooperating partners and national government within the specific technical area.

8) Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility.

9) Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute of the implementing for activities and objectives to agreed standards and deadlines.

10) Follow standard practices to ensure that the Project is able to quickly respond and deploy a comprehensive biodiversity conservation-monitoring programme needed for each of the project’s targeted which landscape should benefit from it.

11) Perform any other related duties.

  1. Duration of the Consultancy:

This is a part-time consultancy. While the duration of the project is 3 years (2022-2024), the National Consultant will be expected to undertake the assignment over a period of 40 weeks/year but the first 6 weeks of the first year of the contract will be considered as probation period.

  1. Minimum Requirements (Expertise and Qualifications);
  • Education: Advanced university degree in Forestry, Natural Resources Management, Environmental Science/Studies, or any other relevant disciplines;
  • Minimum of Ph.D. degree in project management, result -based management, development evaluation, or other relevant disciplines.
  • Proficiency in Excel, Word, PowerPoint, MS office.
  • Proficiency in community mobilization.
  • Proficiency in climate change adaptation and mitigation.

Experiences and skills

  • Minimum of 10 years work experience with demonstrated thorough understanding of one or more of the areas of forest management, biodiversity conservation ecosystem restoration, agroforestry, land use and ecosystem services.
  • Experience and great understanding of forest policies, planning, management and governance in Sudan as well as community forestry.
  • Decent knowledge of remote sensing and GIS skills are desirable.
  • Demonstrated experience in conducting capacity building and training activities.
  • Good analytical and management skills.
  • Proven reporting, writing, analysis and presentation skills.
  • Flexibility and ability to work with a variety of stakeholders.
  • Excellent written and verbal communication skills in English and a working knowledge of Arabic.
  • Comfortable with frequent travelling to project sites.
  1. Reporting system:

The selected national consultant will report administratively and contractually to the National Project Coordinator (NPC) appointed by FNC. S/he is expected to work closely with others at FAO, Project Management Unit (PMU) personal and consultants to coordinate, integrate and achieve project activities.

  1. Selection criteria and application procedure:

At the project, we are looking for talented consultants with extensive experiences and demonstrated excellent skills. Selection of National Consultant will be on a competitive basis, and we are committed to promoting diversity and gender balance. FNC has zero tolerance for discrimination and does not discriminate based on sex status. Thus, qualified women applicants are particularly encouraged to apply. This position is open to Sudanese nationals ONLY or those authorized to live and work n Sudan with age of under 65 years. FNC does not charge any fees at any stage of its recruitment process. 1) A cover letter (max. two pages) in which the name of consultancy/expert applied for is clearly stated in letter subject then briefly describes why the individual considers him/herself as being suitable for the specified assignment;

2) Personal CV (max. eight pages in English) of the candidate indicating his/her education background, professional qualifications and all past experience from similar projects.

3) Copies of academic certificates (non-returnable).

4) Copy of ID document for proofing nationality and age (e.g. passport, national card … etc.)
